A simple file can go through a big number of different status during a localization project.
I’ve been using TortoiseCVS for some time and find it a very good utility.
All our projects are controlled through a CVS system. TortoiseCVS gives us the integration of CVS into Windows Explorer (or Total Commander, my favorite file management tool).
